PART IDescription of the Airport Reference Point

The airport reference point is a point determined by commencing at the point of intersection of the centre lines of runways 01-19 and 11-29; THENCE northeasterly along the said centre line of runway 01-19 a distance of 91.4 m; THENCE southeasterly parallel to the centre line of runway 11-29 a distance of 91.4 m.

PART IIDescription of the Outer Limits of Lands

The following described boundaries are the outer limits of lands:

Commencing at a point in the northwesterly boundary of lot two hundred and seven (207), Plan 40391 (C.L.S.R.), 19 (L.T.O.) being a subdivision of the settlement of Fort Smith in the Northwest Territories where it is intersected by the circumference of a circle having a radius of three thousand nine hundred and sixty-two and four-tenths (3962.4) metres and centred at the airport reference point as described in Part I hereof; THENCE in a northeasterly direction following the circumference of the said circle clockwise to the point where it intersects the northeasterly boundary of lot fifty-four (54), Plan 38702 (C.L.S.R.), 14 (L.T.O.), being a subdivision of part of the town of Fort Smith; THENCE southeasterly following the sinuosities of the shoreline of Slave River, said shoreline being the northeasterly boundaries of lots fifty-four (54), fifty-three (53), fifty-two (52) and fifty-one (51), of said Plan 38702 (C.L.S.R.), 14 (L.T.O.), to the northeasterly corner of said lot fifty-one (51); THENCE southwesterly along the southeasterly boundary of said lot fifty-one (51) and its production across road Plans 39486 (C.L.S.R.), 11 (L.T.O.), 43395 (C.L.S.R.), and McDougal Road to the northwesterly corner of lot nine hundred and twenty (920), Plan 58490 (C.L.S.R.), 934 (L.T.O.); THENCE southeasterly along the northeasterly boundaries of the said lot nine hundred and twenty (920), lot nine hundred and twenty-one (921) of said Plan 58490 (C.L.S.R.), 934 (L.T.O.) and lot forty-seven (47) remainder, Plan 38702 (C.L.S.R.), 14 (L.T.O.) to the northeasterly corner thereof; THENCE in a southeasterly direction from the said northeasterly corner of lot forty-seven (47) remainder to the northwesterly corner of Lot “A”, Plan 40873 (C.L.S.R.), 24 (L.T.O.); THENCE southwesterly along the northwesterly boundaries of the said Lot “A” and Parcel “G”, Plan 40873 (C.L.S.R.), 24 (L.T.O.), lot one hundred and eighty-six (186), Plan 38702 (C.L.S.R.), 14 (L.T.O.) and lot six hundred and eighty-four (684), Plan 51547 (C.L.S.R.), 321 (L.T.O.) to the southwesterly corner thereof; THENCE in a southwesterly direction from the said southwesterly corner of lot six hundred and eighty-four (684) to the northwesterly corner of lot eight hundred and thirty (830), Plan 56050 (C.L.S.R.), 585 (L.T.O.); THENCE southwesterly along the northwesterly boundaries of the said lot eight hundred and thirty (830), lot eight hundred and twenty-nine (829), Plan 56050 (C.L.S.R.), 585 (L.T.O.) and lot five hundred and ten (510), Plan 50359 (C.L.S.R.), 235 (L.T.O.) and its production across the intervening street to the southwesterly corner of the said lot five hundred and ten (510); THENCE southeasterly along the southerly boundary of said lot five hundred and ten (510) and its production across the intervening street to intersect the northwesterly boundary of lot one hundred and eighty-seven-three (187-3), Plan 56354 (C.L.S.R.), 620 (L.T.O.); THENCE southwesterly along the said northwesterly boundaries of lot one hundred and eighty-seven-three (187-3) of said Plan and lot 709, Plan 52272 (C.L.S.R.), 384 (L.T.O.) to intersect the northerly boundary of road Plan 50774 (C.L.S.R.), 258 (L.T.O.); THENCE northwesterly along the northerly boundary of the said road Plan 50774 (C.L.S.R.), 258 (L.T.O.) and its production across the intervening street to the point thereon of intersection with the circumference of the above mentioned circle; THENCE in a southwesterly direction following the said circumference clockwise to its intersection with the southerly boundary of lot two hundred and nine (209), Plan 40391 (C.L.S.R.), 19 (L.T.O.); THENCE easterly along the southerly boundary of said lot two hundred and nine (209) to the southeasterly corner thereof; THENCE northwesterly along the northeasterly boundary of said lot two hundred and nine (209) to the northeasterly corner thereof; THENCE northeasterly along the northwesterly boundaries of lots two hundred and eight (208) and two hundred and seven (207) of said Plan 40391 (C.L.S.R.), 19 (L.T.O.) to the point of commencement.

PART IIIDescription of the Approach Surfaces

The approach surfaces, shown on Transport Canada Fort Smith Zoning Plan dated August 30, 1978, are surfaces abutting each end of the strips associated with the runways designated 01-19 and 11-29 and are described as follows:

  • (a) a surface abutting the end of the strip associated with runway approach 01 consisting of an inclined plane having a ratio of 1 m measured vertically to 40 m measured horizontally rising to an imaginary horizontal line drawn at right angles to the projected centre line of the strip, 76.2 m measured vertically above the elevation at the end of the strip and 3 048 m measured horizontally from the end of the strip, the outer ends of the imaginary horizontal line being 381 m from the projected centre line;

  • (b) a surface abutting the end of the strip associated with runway approach 19 consisting of an inclined plane having a ratio of 1 m measured vertically to 40 m measured horizontally rising to an imaginary horizontal line drawn at right angles to the projected centre line of the strip, 76.2 m measured vertically above the elevation at the end of the strip and 3 048 m measured horizontally from the end of the strip, the outer ends of the imaginary horizontal line being 381 m from the projected centre line;

  • (c) a surface abutting the end of the strip associated with runway approach 11 consisting of an inclined plane having a ratio of 1 m measured vertically to 50 m measured horizontally rising to an imaginary horizontal line drawn at right angles to the projected centre line of the strip, 304.8 m measured vertically above the elevation at the end of the strip and 15 240 m measured horizontally from the end of the strip, the outer ends of the imaginary horizontal line being 2 438.4 m from the projected centre line;

  • (d) a surface abutting the end of the strip associated with runway approach 29 consisting of an inclined plane having a ratio of 1 m measured vertically to 50 m measured horizontally rising to an imaginary horizontal line drawn at right angles to the projected centre line of the strip, 304.8 m measured vertically above the elevation at the end of the strip and 15 240 m measured horizontally from the end of the strip, the outer ends of the imaginary horizontal line being 2 438.4 m from the projected centre line.

PART IVDescription of the Outer Surface

The outer surface, shown on Transport Canada Fort Smith Zoning Plan dated August 30, 1978, is an imaginary surface located at a common plane established at a constant elevation of 45.7 m above the assigned elevation of the airport reference point except where that common plane is less than 9.1 m above the surface of the ground, the imaginary surface is located 9.1 m above the surface of the ground.

PART VDescription of the Strips

The strips, shown on Transport Canada Fort Smith Zoning Plan dated August 30, 1978, are described as follows:

  • (a) the strip associated with runway 01-19 is 152.4 m in width, 76.2 m being on each side of the centre line of the runway, and 1 425 m in length, 61.0 m extending beyond each end of the runway; and

  • (b) the strip associated with runway 11-29 is 304.8 m in width, 152.4 m being on each side of the centre line of the runway, and 1 950.8 m in length, 61 m extending beyond each end of the runway.

PART VIDescription of Each Transitional Surface

Each transitional surface, shown on Transport Canada Fort Smith Zoning Plan dated August 30, 1978, is a surface consisting of an inclined plane having a ratio of 1 m measured vertically to 7 m measured horizontally at right angles to the centre line and centre line produced of each strip and extending upward and outward from the lateral limits of each strip and its approach surfaces to an intersection with the outer surface or another transitional surface of an adjoining strip.
