Regulations Respecting Mail to and from Canadian Armed Forces Outside Canada Served Through Canadian Forces Post Office and Fleet Mail Office Addresses
Short Title
1 These Regulations may be cited as the Armed Forces Postal Regulations.

- Canadian Forces Post Office
Canadian Forces Post Office or CFPO means a military post office operated outside Canada by the Canadian Forces Postal Service to provide postal services to persons to whom these Regulations apply; (bureau de poste des Forces canadiennes ou BPFC )

- civilian
civilian means a person who is a Canadian citizen resident outside Canada and is
(a) a dependant of a member of the Canadian Forces stationed outside Canada,
(b) a civilian employed by the Department of National Defence, or
(c) a technical representative of a department of the Government of Canada, the government of a province or of a Canadian private agency; (civil)

- Fleet Mail Office
Fleet Mail Office or FMO means a military post office operated by the Canadian Forces Postal Service to provide postal services to any vessel of the Canadian Forces commissioned as a vessel of war; (bureau de poste navale ou BPN)
- Forces Air Letter
Forces Air Letter means an item of stationery, authorized by the Canada Post Corporation, for use by
(a) any member of the Canadian Forces who is served through a Canadian Forces Post Office or Fleet Mail Office address in writing to persons in Canada, and
(b) any person in Canada in writing to any such member of the Canadian Forces; (lettre-avion pour militaire)

Application
3 These Regulations apply to mail sent to or by
(a) any member of the Canadian Forces outside Canada who is served through a Canadian Forces Post Office or Fleet Mail Office address; or
(b) any civilian who normally receives his mail through a Canadian Forces Post Office.

4 The rates set out or referred to in the schedule apply in respect of mail posted pursuant to these Regulations.

General Conditions
5 (1) Subsections 5(1) and sections 6 and 8 to 13 of the International Letter-post Items Regulations apply in respect of letter mail and letters.

6 (1) The following words shall be printed on a Forces Air Letter:
(a) on the face thereof, “Forces Air Letter/Lettre-avion pour militaire”;
(b) on the back thereof, “No enclosures permitted/Ne rien insérer” and “Authorized by the Canada Post Corporation for mailing in Canada/Autorisé par la Société canadienne des postes pour mise à la poste au Canada”; and
(c) on the face or back thereof, the folding and opening instructions in English and in French.
(2) A Forces Air Letter shall not exceed 22 cm in length and 11 cm in width, and be not less than 14 cm in length and 9 cm in width after it is folded in accordance with the folding instructions printed thereon.
(3) The minimum basis weight of a Forces Air Letter shall be 60 g/m2.
(4) Every Forces Air Letter shall be rectangular in shape.
(5) No Forces Air Letter shall contain an enclosure.

7 (1) Letter mail, letters and Forces Air Letters shall be accepted for registration if they meet the applicable requirements set out in the Special Services and Fees Regulations for posting registered mail in Canada for delivery in Canada.
(2) The rate set out in Schedule VII to the Special Services and Fees Regulations for the registration of an item posted in Canada for delivery in Canada applies in respect of an item referred to in subsection (1).

Customs Documentation
9 (1) An item of letter mail or a letter-post item that, by reason of its volume, nature or value, may be subject to customs duty in the country of destination shall have affixed on the address side in the upper left corner under the sender’s name and address, where given,
(a) a completed green label referred to in paragraph 7.1(1)(a) of the International Letter-post Items Regulations; or
(b) a completed green printed facsimile of the label referred to in paragraph (a) that is 74 mm in length and 52 mm in width.
(2) Where the value of an item referred to in subsection (1) exceeds $500, the sender shall
(a) complete the Customs Declaration Dispatch Note set out in Schedule III to the International Letter-post Items Regulations;
(b) securely affix the declaration and note to the item, on the address side thereof where possible; and
(c) hand the item to a postal employee at a post office.
