3 (1) Where a member institution makes a representation with respect to any of the matters referred to in paragraphs 2(a) to (c), the representation shall be made in accordance with sections 4 to 9.1.

(2) A member institution shall not make a representation with respect to any of the matters referred to in paragraphs 2(a) to (c) if its deposit insurance has been terminated or cancelled.
