672 (1) A person must not tender cargo for transportation by air as secure cargo unless the cargo is accompanied by the information referred to in subsection (2), (3) or (4), as applicable, in any paper or electronic format.
Marginal note:Tendering under paragraph 670(a)
(2) If the cargo is tendered by a person referred to in paragraph 670(a), the information that accompanies the cargo must include
(a) the air waybill number or the number of a similar control document;
(b) the name of the original shipper of the cargo;
(c) the name of the person;
(d) the air cargo security program number associated with the person’s designation by the Minister under section 4.84 of the Act;
(e) a declaration, by one of the person’s authorized cargo representatives, that
(i) an authorized cargo representative screened the cargo for threat items in accordance with security measures, and
(ii) no threat items were found in the cargo;
(f) the date on which the screening for threat items took place;
(g) a declaration, by one of the person’s authorized cargo representatives, that
(i) access to the cargo was restricted in accordance with sections 675 to 677, and
(ii) the cargo was not tampered with between the time it was screened for threat items and the time it was tendered;
(h) the date of the declaration referred to in paragraph (e) and the name of the authorized cargo representative who made the declaration; and
(i) the date of the declaration referred to in paragraph (g) and the name of the authorized cargo representative who made the declaration.
Marginal note:Tendering under paragraph 670(b)
(3) If the cargo is tendered by a person referred to in paragraph 670(b), the information that accompanies the cargo must include
(a) the information that accompanied the cargo when the cargo was accepted by that person;
(b) the air waybill number or the number of a similar control document, if there was a change in that information after the cargo was accepted;
(c) the person’s name;
(d) the air cargo security program number associated with the person’s designation by the Minister under section 4.84 of the Act;
(e) a declaration, by one of the person’s authorized cargo representatives, that
(i) access to the cargo was restricted in accordance with sections 675 to 677, and
(ii) the cargo was not tampered with between the time it was accepted by the person and the time it was tendered; and
(f) the date of the declaration referred to in paragraph (e) and the name of the authorized cargo representative who made the declaration.

(4) If the cargo is tendered by a person other than a person referred to in subsection 4.85(4) of the Act, the information that accompanies the cargo must include
(a) the air waybill number or the number of a similar control document;
(b) the person’s name;
(c) the air cargo security program number associated with the person’s designation by the Minister under section 4.84 of the Act;
(d) a declaration, by one of the person’s authorized cargo representatives, that
(i) an authorized cargo representative screened the cargo for threat items in accordance with security measures, and
(ii) the cargo does not contain any threat items;
(e) the date on which the screening for threat items took place;
(f) a declaration, by one of the person’s authorized cargo representatives, that
(i) access to the cargo was restricted in accordance with sections 675 to 677, and
(ii) the cargo was not tampered with between the time it was screened for threat items and the time it was tendered;
(g) the date of the declaration referred to in paragraph (d) and the name of the authorized cargo representative who made the declaration; and
(h) the date of the declaration referred to in paragraph (f) and the name of the authorized cargo representative who made the declaration.
