18 (1) A person whose property has been affected by the application of section 9 may apply to the Minister for a certificate to exempt property from the application of that section if the property is necessary for activities directly related to those items set out in subparagraphs 3(b)(i) and (ii).

(2) If the necessity of that property is established in accordance with the Security Council Resolution, the Minister shall issue a certificate after he or she has informed the Committee of the Security Council of his or her intent to issue the certificate.
