(a) repeals Order in Council P.C. 2004-862 of July 20, 2004Footnote a, and

(b) designates the Leader of the Government in the House of Commons, a member of the Queen’s Privy Council for Canada, as the responsible minister for the purposes of the Referendum ActFootnote b,
