 Where the Minister, the Commissioner, the Chairman or the Vice-Chairman is satisfied, on being presented with medical certificates or other written statements, that a person, by reason of infirmity, illness, insanity or other cause, is incapable of managing their affairs, a request for a reconsideration under subsection 81(1) or (1.1) of the Act or an appeal under subsection 82(1) or 83(1) of the Act may be made on the person’s behalf by another person or an agency if that other person or that agency is authorized by or pursuant to a law of Canada or of a province to manage the person’s affairs or, where it appears to the Minister, the Commissioner, the Chairman or the Vice-Chairman that there is no other person or agency so authorized, if that other person or that agency is considered to be qualified to do so by the Minister, the Commissioner, the Chairman or the Vice-Chairman, as the case may be.
